Shooting Cats

What's the big deal about whether it should be legal or not to shoot a cat? What moron prosecutor is going to charge some dork who shoots a cat out in the woods? I love cats (prefer them to dogs) and don't care if stray felines are wacked. Why was it even against the law to begin with? Another thing to blame on Wisconsin's "progressive" heritage?
