By 2008, we hopefully have a Republican governor in the state of Wisconsin. If what you say is to happen, then Russ leaves the Senate to be replaced by a member of the GOP since governors name Senatorial vacancies. (Dude - Were you absent that day in Civics class?)
Party elders would tell him to "stay put" and pull a John Kerry or Joe Leibermann - staying in the Senate while running for higher office. That way his current job is 'safe' and Wisconsin is left with 1/2 of its Senators as Russ runs for the #1 or #2 job.
We only 'win' in Wisconsin if Russ and/or friend 'win.' I'd rather not risk that.
