Here's an idea: Feingold has all this integrity, right? So he would never ignore his current office to run for higher office. He'll absolutely resign. Then Governor Green/Walker appoints somebody - probably Owen - to take Feingold's place.
Sensing weakness, both Baldwin and Ron Kind run in the primary the first time the seat comes up (2010, right Mr. Civics?). One loses the primary, the other the general, because the now-private-sector Feingold runs for his old seat on the Progressive ticket and Ed Garvey, disgusted by the rampant cynicism of the Presidential trail, runs as a Progressive Dane.
