Wisconsin's 8th in play?

RealClearPolitics has a list of the 25 most competitive congressional races in the nation this year, and Wisconsin’s 8th district – northeastern Wisconsin – is listed at #18.

18. Wisconsin 08 -- Kagen (D): In a rematch of the close 2006 open seat race, former Assembly Speaker John Gard (R) is challenging Rep. Steve Kagen in this GOP-leaning district. I certainly heard about this race more than once during the RNC last week: people seem to think it’s in play.

But let's not get too excited. RCP lists the 25 seats "in order of likeliness to change party hands." Seventeen of those seats, including 8 of the top 10, are currently held by Republicans.
