A plan for Milwaukee, from someone that has done the job

I can't post this here due to formatting problems, but on my primary blog I have posted an email from former Milwaukee Police Captain Glenn Frankovis. This email has the numbers showing how his brand of Quality of Life Policing really did work. This was of course before Chief Hegerty forced him out of the MPD because he sent a memo to his cops calling the thugs... Thugs. Oh the horror!
