Should race be a determining factor in charging drug dealers? One of Milwaukee's candidates for District Attorney thinks so. Larraine McNamara-McGraw says on day one, she will:

“let all (assistant district attorneys) know that they will issue no charges, particularly against people of color, for non-violent alleged possession with intent to deliver of any kind of drug
