Be careful, Doyle did not flat out reject the idea, lower in the article it said:

Legislators working on the state's next two-year budget are weighing how hard to push for the cigarette tax increase. Doyle didn't include it in his budget - a sign to lawmakers that he didn't consider it a priority. But he has recently said he would review it if it were part of a budget that met his education and health care spending priorities.

This leaves Doyle room to latch onto it if the RINO's are stupid enough to pass this thing
